Defining Human Resources Management :

The views of managers in working life have differed in defining a unified and agreed concept of management.

Human resources can be distinguished between two main points of view :

 The traditional view :Some managers see that human resources management is just a low-importance function in the facility and is limited to carrying out routine and executive tasks, for example, keeping information on workers in certain files and records and following up on aspects related to workers such as checking attendance and departure times, achievements and promotions. It seems that human resources management did not belong to These managers pay attention, as they see that it has little impact on the efficiency and success of the facility and this was reflected in the role played by the director of the human resources department, as well as on the organizational status of this department.

Modern point of view

Others see managers or human resources management as one of the most important administrative functions in the facility, and it is no less important than the rest of the other functions: such as marketing, production and finance, as well as the importance of the human element and its impact on the productive efficiency of the facility, and the concept of human resources management has also expanded to include major activities, the most important of which is the analysis And job descriptions, human resource planning, attracting and attracting human resources, stimulating human resources, developing and training human resources, in addition to the traditional activity related to human resources affairs in the facility.

From another point of view it is defined that is the administration that believes that individuals working at various levels or activities of the institution are the most important resources and its duty is to provide them with all the means that enable them to carry out their work for their own interest and interest, and to monitor and watch over them constantly to ensure their success and the success of the public on the another point it is also deified that .

Human resource management is a series of decisions related to functional relationships affecting the effectiveness of the organization and its employees.

Also Franrash defines human resource management as the process of selecting, utilizing, developing and compensating the human resources working in an organization.

Others like Filippo defines human resource management as planning, organizing, directing, and controlling aspects of acquiring, developing, compensating, and retaining people in order to achieve the objectives of the organization. (Abbout, n.d.)

Some specialists Agrees that Human resource management is an approach (strategic one)that  affect and role the management of people in the organization or company ,manage all the issues related to the employees the workplace culture and the environment also enable the employees to contribute effectively and responsible for their productivity to overall the company direction and accomplishment of the organization goal and objective

It is the performance of events and activities, which is represented in planning, organization, development and leadership. It is the department concerned with motivating employees to reach the highest level of productivity efficiently and effectively, bringing the company and the employee together in the direction and contributing the achieving  goals of them so as well  contributing to increase and maintain the company market share.
